SUMMARY: New York License Plates

Notice is hereby given in accordance with section 1043(b) of the New York City Charter (“Charter”) that the Taxi and Limousine Commission (“TLC”) promulgates amendments to its rules governing the procedures for consideration of license applications, and specify grounds for denial of drivers’ license applications.

To apply for license plates, you'll register your vehicle with the DMV. If you already have NY plates, you may be able to transfer tags to your new car. Before your tags expire, you need to renew your registration to renew your license plates, which can be completed online, in person, or by mail. If your plates are lost, stolen, or damaged, you'll need to apply for replacement plates by taking your damaged plates or a police report, as well as a few other documents, to the DMV.   • In New York City, the Taxi & Limousine Commission (TLC) licenses drivers and vehicles to carry fare-paying passengers. Having a TLC driver’s license (now known as the universal license), grants drivers the authority to transport passengers using a TLC licensed vehicle. You can spot a TLC licensed vehicle by the presence of special TLC plates.
  • NYS DMV License – A, B, C or E Class. The TLC requires that all applicants owe no outstanding obligations to the DMV, NYC PVB, or NYC TLC. If you have a NYS license, the TLC will check this at the time that you file your application.
  • To change your physical or mailing address, complete Form DTF-96, Report of Address Change for Business Tax Accounts. To change any other business tax account information (as well as your address), file Form DTF-95, Business Tax Account Update. To report a completed change of entity, call the Business Tax Information Center.
  • New York State (NYS) law requires you to notify DMV within 10 days of any PERMANENT address change if you have a NYS driver license, learner permit or non-driver ID card, or a NYS registration for a vehicle, boat, or snowmobile. DO NOT report a temporary address change. Change your address online.

Types of License Plates in NY

If you own a vehicle and live in New York, you'll need NY license plates to operate it on public roads.

The New York Department of Motor Vehicles (DMV) requires 1 license plate for most passenger vehicles, motorcycles, and trailers.

The NY DMV issues standard plates as well as personalized plates, picture plates, and several other specialty license plates. Specialty plates usually cost more than standard plates.

You can use the NY DMV online license plate lookup to check availability and order your plate when you're ready.

Temporary Tags

If you buy a car from a dealership, the dealer can issue temporary tags that allow you to drive your vehicle while waiting for your NY license plates to arrive.

In addition, the NY DMV offers temporary tags called transit permits, which allow you to:

  • Drive your vehicle within the state to register it if you are a NY resident.
  • Take your car to your home state to register it if you live in another state.

Permits are valid for 30 days and cannot be renewed.

To apply for a transit permit, go in person to a NY DMV office with:

  • The In-Transit Permit/Title Application (Form MV-82ITP).
  • A document proving you own the vehicle, such as the vehicle title.
  • A form of ID, such as your NY driver's license.
  • Payment for fees:
    • Permit fee: $12.50.
    • Title fees and taxes for NY residents.
  • Proof that you have valid auto insurance.

Apply for NY License Plates

Getting your NY license plates is part of the vehicle registration process. You must register your vehicle with the New York DMV within 30 days of moving to the state.

When you buy a car, your vehicle dealer will usually handle registration for you if you're purchasing from a dealership. If you buy from a private seller, you'll need to go to your local NY DMV office to title and register your car, then have the vehicle inspected.

Renew Your Tags

You'll renew the sticker on your license plate by renewing your vehicle registration.

You must have a vehicle inspection every 12 months to renew your tags.

You can renew your vehicle registration online, by mail, or in person. For complete details, see our Registration Renewal page.

Replace NY License Plates

If your plates are stolen, lost or destroyed, you will need to go in person to a NY DMV branch for replacements.

You'll need:

  • Your registration certificate.
  • Documentation of loss, theft, or damage:
    • If all vehicle plates are lost or stolen:
      • A Certification of Lost License, Permit, or Plates (Form MV-78B) from the police.
        OR
      • A report on letterhead from police outside of NY.
    • If only 1 of 2 license plates is lost or stolen you will need to bring the remaining license plate to the DMV.
      • In order to replace your license plates for free you will need a police report or a MV-78B form.
      NOTE: Both plates will have to be replaced.
    • If the plates are damaged, bring in the plates.
  • Payment for the replacement fees:
    • $3.75 registration replacement (all applications).
    • $12.50 for 1 license plate.
    • $25 for 2 license plates.
    • With a police report for lost or stolen plates the replacement is free.

Your new license plates and registration should arrive separately within 10 days. You can check online to see if your plates are still being processed.

Transfer or Surrender License Plates

When you sell your car, you can transfer your plates to your new vehicle. Plates CANNOT be transferred to the new owner of your old car.

To transfer your plates, go to a NY DMV office with:

  • The Vehicle Registration/Title Application (Form MV-82).
  • Proof of New York auto insurance.
  • Proof of ownership for the new vehicle, such as the title.
  • Proof of identity, such as a driver's license, permit, or state ID.
  • Payment for the vehicle registration fees.

You must surrender your vehicle license plate if you aren't transferring it or you move to another state. However, motorcycle plates DO NOT have to be surrendered.

To surrender your plates:

  • Take them to a NY DMV office and pay a $1 processing fee. Be sure to keep the receipt for your records.
    OR
  • Submit the Plate Surrender Application (Form PD-7) by mail to the address on the top of the form.

Fees for New York License Plates

The New York DMV charges fees for license plates. These fees are often accompanied by other registration fees and taxes:

  • New license plates: $25 PLUS registration fees and taxes.
  • Plate renewal: Varies by vehicle weight and county of residence.
  • Replacement license plates:
    • Stolen or lost plates with a police report are free
    • Damaged license plates or lost/stolen plates without a police report:
    • $12.50 for 1 license plate.
    • $25 for 2 license plates.
    • Registration certificate: $3.75.

License Plate Lookup

The NY DMV has an online license plate lookup for personalized license plate availability and ordering. In addition to the lookup, the DMV also provides guidelines for personalized plates.

You CANNOT use the license plate lookup to find the registered owner of a vehicle. To report a vehicle, contact your local police.

A standard passenger vehicle in the state of New York requires a basic Class D driver's license.

However, a special license or endorsement may also be required to drive some commercial or passenger vehicles. Most applications for a special licenses or endorsements can be completed through the New York Department of Motor Vehicles (DMV), though some will require interactions with other agencies.

Below you'll find the general information to get started.

NY Commercial Driver's License (CDL)

Some vehicles and driving professions will require you to hold a commercial driver's license (CDL). Whether you'll need to apply for a Class A, B, or C CDL depends on a number of factors, including:

  • The number of axles and/or weight of the vehicle.
  • The number of passengers the vehicle is able to transport.
  • Whether or not you will be transporting hazardous materials.

Here are a few vehicles that commonly require a CDL:

  • Tractor trailers.
  • Passenger buses.
  • Tankers.
  • School buses.
  • Shuttles.

NY Enhanced Driver's License (EDL)

If you frequently travel by land or sea to Canada or Mexico or some other countries in the Caribbean, applying for a New York enhanced driver's license (EDL) could make your experience easier. In New York, EDL holders may travel across these countries' borders without a passport.

License

To be eligible, you must:

  • Be a U.S. citizen.
  • Be a New York resident.
  • Complete an Application for Driver License Or Non Driver ID Card (Form MV-44).
  • Pay all applicable fees.
    • There is an additional $30 EDL fee in addition to your standard NY licensing fees.

For-Hire Drivers in New York

Licensing requirements for taxi drivers, limousine drivers, or chauffeurs will vary according to where you live within the state.

  • Drivers throughout New York State are regulated by the DMV and require a Class E license.
  • Drivers working in New York City are regulated by the Taxi and Limousine Commission (TLC) and will require additional permits and licenses.

Class E License

For-hire drivers in the state of New York will need to obtain a Class E driver's license to operate taxis, limousines, and some vans.

To apply, make an appointment to visit your local DMV office and:

  • Surrender your Class D driver's license to the DMV.
    • As long as you've taken the written, road, and vision tests required for a basic Class D driver's license, additional examinations will not be needed.
      • If you don't have a Class D driver's license, additional testing may be necessary.
      • You will follow the process for applying for a NY driver's license, but you will apply for a Class E, rather than a Class D.
  • Provide proof of identity and birth date.
    • Typically this will be your Class D driver's license.
    • If you do not have your Class D license, you will need to show acceptable proof—see our guide to applying for a NY driver's license for details.
  • Complete an Application for Permit, Driver License or Non-Driver ID Card(Form MV-44).
  • Pay the required fees.
    • As fees are tallied based on your current license expiration date, the DMV cannot give you a total cost until your licensing appointment.

Licensing in New York City

To operate taxis, limousines, or other for-hire passenger vehicles within New York City, you'll have to apply for additional licenses and permits through the Taxi and Limousine Commission (TLC). You must be at least 19 years old to apply.

You can apply for your NYC taxi license one of two ways:

  • Online through the TLC's Lars application portal.
    • If you apply online, you will fill out the application and pay the required fee through the TLC's portal. You'll then get an e-mail with an in-person appointment date/time, where you will bring the necessary additional documents, and have your photo/fingerprints taken.
  • In person by scheduling an appointment.
    • By scheduling an appointment in-person for the full application process, the TLC will e-mail you a date and time for your application. You'll need to bring all documentation with you, plus payment for your fee.
    • You can complete the Application for a TLC Driver License (Ver. 2017) prior to visiting the TLC office.

BEFORE you submit your application, you must complete a required video training by the TLC, viewable on their website. See the TLC's New Driver Application Checklist for details and a link to the video.

In addition to filling out the application materials, you will need to meet the following requirements and provide the listed documents. All requirements must be met within 90 days of submitting your application, including completion of any applicable training courses.

ALL APPLICANTS (Section 1)

  • Submit the Application for a TLC Driver License (Ver. 2017).
  • Provide proof of Social Security number (SSN).
  • Submit your valid NYS or out-of-state chauffeur license or its equivalent.
    • For NYS licenses, the TLC will accept Class E, A, B, or C driver licenses.
    • If your license is from out of state, you must also submit a certified driving recorddated within 90 days of application.
  • Provide payment for all fees:
    • Licensing fee: $252.
    • Fingerprinting fee: $90.25.

MEDALLION TAXICAB AND FHV APPLICANTS (Section 2)

In addition to the above in Section 1, you must:

  • Submit the following:
    • Proof of a completed defensive driving course dated within the last 3 years.
    • A Medical Certification Form—New Application (Ver. 2017) completed by your doctor.
  • Complete a drug test.
    • There is a $32 drug-testing fee IN ADDITION to standard licensing fees listed above in Section 1.
  • Complete the following training courses:
    • Licensing Education Course
    • Sensitivity Training for Wheelchair Accessible Vehicles
      • You must file your application BEFORE taking the final exam for your courses.

PARATRANSIT AND COMMUTER VAN APPLICANTS

In addition to the requirements under Section 1, you must:

  • Currently have an active 19A commercial driver's license status.
  • Submit proof of a completed defensive driving course dated within the last 3 years.

STRETCH LIMOUSINE APPLICANTS:

In addition to the requirements under Sections 1 and 2, you must:

  • Currently maintain an active 19A commercial license status.
